The Role of Visionary Leadership in Achieving Strategic Sovereignty by Enhancing Competitiveness, A Field Study in the Iraqi Ministry of Water Resources

Abstract

The research studies the role of visionary leadership in achieving strategic sovereignty by enhancing competitiveness, as it focuses on highlighting the role of visionary leadership in the Iraqi Ministry of Water Resources. The descriptive analytical approach was used as a general research methodology to clarify the phenomenon under study. Data collection tools included personal interviews and a questionnaire. Individual interviews were conducted with the study sample to collect data, and a questionnaire was used as a data collection tool. The questionnaires were distributed to the study population, which included all employees (managers, assistant managers, department heads, and department heads) in the Iraqi Ministry of Water Resources. A purposive sample of 385 individuals was selected. The data obtained was analyzed using SPSS version 25 to extract analytical results and test the main hypotheses, which state that visionary leadership plays a role in achieving strategic sovereignty by enhancing competitiveness. The sub-hypotheses were also tested. The researcher reached several conclusions, the most important of which are that visionary leadership plays a role in achieving strategic sovereignty by enhancing competitiveness in the Iraqi Ministry of Water Resources. Visionary leadership also plays a role in achieving strategic sovereignty. Visionary leadership also plays a role in improving competitiveness. The researcher reached a number of results, the most important of which are: There is a moral role for visionary leadership in achieving strategic sovereignty by enhancing competitiveness in the Iraqi Ministry of Water Resources, and there is a moral role for visionary leadership in achieving strategic sovereignty, as well as a moral role for visionary leadership in enhancing competitiveness. A set of recommendations and proposals were presented, the most prominent of which are: The Iraqi Ministry of Water Resources must enhance the requirements for achieving visionary leadership through the participation of senior management working in formulating the ministry’s vision and focusing on objective planning before starting work, with the development of clear and comprehensive visions that contribute to achieving strategic sovereignty and enhancing competitiveness.

يتناول البحث دراسة دور القيادة الرؤيوية في تحقيق السيادة الاستراتيجية من خلال تعزيز القدرة التنافسية، حيث يركز على إبراز دور القيادة الرؤيوية في وزارة الموارد المائية العراقية. وقد تم استخدام المنهج الوصفي التحليلي كمنهج عام للبحث لتوضيح الظاهرة المدروسة، أما أدوات جمع البيانات فهي المقابلات الشخصية والاستبيان، فقد تم إجراء مقابلات شخصية مع عينة الدراسة لجمع البيانات وتم استخدم الاستبيان كأداة لجمع البيانات، حيث تم توزيع الاستبيانات على مجتمع الدراسة الذي يضم جميع العاملين المتمثلين في (المدراء_ معاونو المدراء_ رؤساء أقسام_ رؤساء الدوائر) في وزارة الموارد المائية العراقية، وقد اختيار عينة قصدية بلغ عددها 385 فردًًا. وتم تحليل البيانات المتحصل عليها باستخدام برنامج التحليل الإحصائي SPSS اصدار 25 لاستخلاص النتائج التحليلية، واختبار الفرضيات الرئيسة التي تنص على أنه يوجد دور للقيادة الرؤيوية في تحقيق السيادة الاستراتيجية من خلال تعزيز القدرة التنافسية، واختبار الفرضيات الفرعية. وتوصل الباحث إلى عدد من النتائج، أهمها: يوجد دور للقيادة الرؤيوية في تحقيق السيادة الاستراتيجية من خلال تعزيز القدرة التنافسية في وزارة الموارد المائية العراقية، ويوجد دور للقيادة الرؤيوية في تحقيق السيادة الاستراتيجية، كما يوجد دور للقيادة الرؤيوية في تعزيز القدرة التنافسية. في حين تم تقديم مجموعة من التوصيات والمقترحات ومن أبرزها: يتوجب على وزارة الموارد المائية العراقية تعزيز متطلبات تحقيق القيادة الرؤيوية من خلال مشاركة الإدارة العليا العاملين في صياغة رؤيا الوزارة، والتركيز على التخطيط الموضوعي قبل البدء بالعمل، مع وضع رؤى واضحة وشاملة تسهم في تحقيق السيادة الاستراتيجية، وتعزيز القدرة التنافسية.
